“Achieving maximal health impact with available HIV resources: balancing science, principles and politics.”
Abstract:
Global financial resources for HIV substantially increased between 2000 and 2010, but are now steady or declining, despite large increases in financial requirements to cover more people than ever before with antiretroviral therapy and maintain a core set of effective HIV prevention services. In this context, there is need to make better use of existing funds (or do more with less), reallocating funds to the most effective mix of programs for a given epidemiological context. A global perspective and country case studies will be presented, along with description of the state of the art in analytical tools, for achieving maximum impact with the funding available for a country’s HIV response and plan for sustainability.
Biography:
Associate Professor David Wilson completed his PhD on infectious disease modelling in 2003, studying at QUT in Australia as well as at Oxford University and ETH Switzerland. He then did a postdoctoral fellowship at UCLA on HIV epidemic modelling and optimal allocation of HIV antiretroviral drugs, informing WHO guidelines and policy and practice for treatment roll-out in sub-Saharan Africa. From 2005, A/Prof Wilson has been based at UNSW where he coordinated Australia’s national surveillance and reporting of HIV, viral hepatitis and sexually transmissible infections. A/Prof Wilson is currently the Head of the Disease Modelling and Financing Program at the Kirby Institute and an NHMRC Senior Research Fellow. He leads the UNSW and World Bank Optima team which conducts modelling, health economic and resource allocation studies for governments as well as regional and global health agencies and international donors. Winner of a Eureka Prize in 2013 and the Royal Society of NSW’s Edgeworth David Medal in 2014, David has attracting around $60 million in competitive funding (60% of grants as lead PI / CI-A), published approximately 200 papers in academic journals (>70% as lead/senior author), ~60 analytical and/or surveillance reports for national governments, and given over 400 oral presentations (>70 invited e.g. as plenary / keynote) at national and international conferences and workshops.
